Before that, James was the Chief Information Security Officer (CISO) for the state of South Carolina where he led cyber strategy, security technology services, risk management, and multi-disciplinary response coordination.James also served as Agency CISO for the South Carolina Department of Health and Human Services. Ted is a graduate of the U.S. Military Academy at West Point and an Operation Desert Storm veteran. He has more than 30 years of experience with Department of Defense (DOD) and service-specific C4I systems, dating back to 1982 when he worked with the Distributed Command and Control System at the U.S. Army High Technology Test Bed.As CTO at IEM, Ted Lemcke provides leadership and strategic direction for all IEM business operations and for large, complex IEM projects. Keith was appointed as the Vice President for Information Technology (VPIT) and Chief Information Officer for the UNC System Office in 2018. Mr. Werner oversees information technology policy and standards, information security, enterprise business systems, applications development, information technology infrastructure and operations, networking and communications, and software licensing. Mr. Werner also focuses on system-wide coordination and monitoring of constituent institution activities related to information technology.Prior to his position at the UNC System Office, Mr. Werner worked for Ernst & Young as its public sector leader for North Carolina and South Carolina. Mr. Werner also served as the State Chief Information Officer (CIO) and first Cabinet Secretary for the North Carolina Department of Information Technology (DIT) where he led all technology solutions for state agencies and citizens and directed organizational operations and change management to modernize how core business needs were supported. Chris currently serves as the Finance & Technology Leader for the US SLED Market at Erst & Young, where he has national responsibility for go to market efforts in strategy, business case and Enterprise Resource Planning (ERP). He has over thirty years’ experience in manufacturing, financial services, and public sector industries.Prior to EY, he served as North Carolina’s State Chief Information Officer and Cabinet Secretary of the Department of Information Technology. As a member of the governor’s cabinet, he provided statewide oversight of information systems projects, managed IT services for state agencies, local governments, and schools.Chris was an Executive Committee Director for the National Association of State Chief Information Officers (NASCIO). He also chaired NASCIO’s National Innovation Community, a coalition of more than 40 states that share strategies for bringing innovation to government technology. He chaired the NC 911 Board and is a past member of the NC Science, Technology and Innovation Board.He is a recipient of North Carolina Order of the Long Leaf Pine and several CIO of the Year Awards. He is a graduate from Mercer University with a degree in Communications and attended Yale University Strategic Leadership Program.
